Headlight lenses are polycarbonate plastic with a factory UV-resistant clear coat. Sun exposure breaks that coat down over years, and the bare plastic underneath oxidizes - turning yellow, hazy and cloudy. It's UV damage, not dirt, so washing doesn't remove it.
